The partnership/pipeline model makes a ton of sense from the outside, but damn I have struggled to make it work for 10+ years. The key problem is that there just isn't a lot of incentive for the company. Why bother committing time and resources to ensure you get well-trained people in 6-18 months while you could just attract 500 candidates with a job posting right now and hope one of them works out?
