"No one wants to hire JR engineers" - this is actually the problem with work visas for programmers. No one wants to hire JR engineers - so there are no entry level job openings for growth. "We cant find qualified engineers!" which honestly is true but its also because there is no job path to become a qualified engineer - and schools dont do real work to replace real experience. So you take in workers outside the US - which fills needed roles but provides even less incentive to create those entry level to mid level opportunities. Its a self-fulfilling problem. What this effectively means is that for aspiring programmers you either have to be a top CS student and get into a good internship program ( the #1 by far best opportunity to learn and get resume experience ) or become a mid level programmer through other means - working on open source projects or self development projects which is very hard - because even large open source projects dont want jr engineers and no one is going to train you.
