Unless you are suggesting we would have this done against our will, there's no need to make it an implant. Otherwise, why would anyone need to implant anything under their skin? The only difference between an implant and something you carry, like a card or a key, is that you wouldn't lose or misplace it. One could argue it's not transferrable as well. But even bad security systems would have some other form of authentication like biometrics. Unless of course we want to encourage a black market of stolen implants... Although I would feel uncomfortable using an implant that was forcefully removed from someone else.
