Want to know why the tech companies agreed to this? Because it represents an extraordinarily low probability of occurring so it's no skin off their nose and it provides a warm fuzzy to the public. It's essentially a meaningless gesture.
The far more immediate threat of AI is trust. I.e., the ability to make images, voice and text so convincing that they can fool humans into believing they are real and accurate.
