There's not a viable solution to horny people. Before this, it was photoshop. Before photoshop, it was imagination.  Not training an AI model on nude anatomy has already been shown by SD 2.0 to lead to less effective and realistic generation across the board, even when used for clothed images. It needs to understand the concept of what's under the clothes to get the body and clothing correct. Besides, people will just train the models after release for adult purposes, as with SDXL, it only took a very brief period. Attempting to regulate what someone does in the privacy of their home without sharing the image is dubious, but there might be grounds if disseminated. I just see this as trying to emotionally convince people to accept bans on personal use due to some perceived or potential moral danger so the powerful can build a moat around it and profit from it.
