Currently, "AI" (machine learning) generated art is in a grey zone. For the AI to work, you need models build from real pictures and the current models are often using pictures not in the public domain. The fear of many writers / artists is to have AI build from their work and used without being paid, or used to basically replace them. It's already possible to imitate art style really well, and even merge multiple artists style into one. You may not replace Miyazaki, but some random animator working for a big studio could have valid concerns. For now, this ruling should / may (?) prevent people / companies to copywrite and legally make money off AI generated art. I think it's a bit of a wild west, things are moving quick, lots will be discovered in the coming years and judges are probably unsure of what to do.
