We can't know if it's sentient obejctively. The way it works is that it has some datatbase and combines things it found there together and presents it in a text format. It's really no more complex than video game AI today or 30 years ago. The problem is that humans and other animals and really all living beings aren't different. We are all bunch of sensors that electrical impulses and chemical reactions, nothing we do is indepdnent, everything is based on genetics and environment, we are like a droplet of water in a rain, fully dependent on the wind.
At the same time we know ourselves we are sentient, it's one thing for a body to act according to these reactions, it's another to experience them. In theory your body doesn't need to actually use sight to act based on it, yet we experience is and in the same way life. Do animals have the same? Why? Why not? We don't know. Hell for all we know maybe not all humans even do, for all we care maybe it still requires some sort of deeper thinking or brain activity. Can chatbot do it? In theory why not? The problem is not if it's sentient, but why in the world are we, when these bodies have no component that is responsible for it and why it's a thing in the first place since it's not required to survive. I think you can do a program that acts like a living being that says it wants to live, make it respond to stimuli, make it want to propagate, is it alive? Kinda, it's like us already. The thing we don't consider, however, is how humans treat animals, we often ascribe human emotions to them and expect certain human reactions and towards that end it's often the case with love, affection and mourning, but same goes for AI, it doesn't have to act like a human, it doesn't need to desire to live, doesn't need to want anything really, it can be alive in a different way and what's interesting is that you can absolutely play God with this. You can make a robot that is a human or one that isn't, we are at this stage. AI isn't next evo
