Except that's two serfs with one stone as far as they're concerned. It's never departments that are defunded by lawsuits. The cities take the money from your schools, water and roads; degrading your quality of life and your infrastructure the way conservatives **demand** it be taken, with a sneering "we have no choice" as they slash that part of the budget and pocket some of it in the process.
