To me it sounds like your company over hired and perhaps ran into a bit of financial difficulty and is now looking for a good excuse to let people go. Is your CIO completely wrong ? No, people with CoPilot are probably more productive (especially juniors), but yeah , I doubt that its so effective to the point you can just cut the team in half. If there's cutbacks, hiring freezes and layoffs in other departments you'll know this isn't just about CoPilot.
