The company is obliged to follow the laws of the countries where it is based and where it provides its services. But even though OpenAI also provides services to Europeans in addition to Americans, it still provides them in the US. Theoretically, if an African country claims that I fall under their data protection law because people from their country are accessing my website, which I run in Europe, and they demand a fine, I will politely tell them to go f\*\*\* themselves and ignore their demand. It is very unlikely that their law will get to me.And it's the same with GDPR in the US. European countries can try to block the service, but that's all they can do. Who can't use a proxy or VPN these days?
