What can force OpenAI to comply with Italian law unless they want to do so voluntarily?
As far as I know, they are under US jurisdiction, they don't have a physical presence in Europe. So although the EU claims that the GDPR applies to anyone processing the personal data of EU citizens, it's not something that is supported by US law.
The worst that can happen is that some European countries will try to block chatGPT but nowadays it is very easy to bypass most blocks.
