Its less about white saviour complex and more small countries with little to no infrastructure to stop rampant corruption. Plus a long history of 1st world countries (oil and mineral companies) going into 3rd world countries and happily lining the pockets of corrupt politicians as long as they get as much of the country's natural resources as they can. These companies happily look past the horrific human rights abuses that occur in order for them to harvest the resources. And then when the system collapses on itself the companies run away and act shocked at the horrific things they sponsored, while at the same time continuing to do the same thing in multiple other parts of the world. Before the recent invasion Ukraine was considered as one of the most corrupt countries on earth and only because of the war has most of the world started handing over billions of dollars and weapons. There are plenty of corrupt countries and the color of your skin has nothing to do with it. Hell even the US has major corruption, but for better or worse we do have a system of sniffing it out and removing corrupt politicians. Many 3rd world countries have no system in place if the government decides to hold power and turn on its people.
