You bet ya.
Why spend $100 million trying to improve and foster democracy and domestic industry in Africa that can potentially ask for fair compensation for their resources when you can spend $60 million enriching a bunch of warlords and practically own the industry in the country.
I would be skeptical of any sort of outreach program. Europe is more than okay with their share of dictators (Haftar and Sisi) if they align with western interests. Who cares about democracy or freedoms anyway?
