I'm torn, because the West definitely doesn't have the moral high ground. But on the other hand, the atmosphere doesn't really care about what is fair. I'm not sure the world can afford to be fair. I think the developed world should be paying to help developing countries, including China, develop sustainably (as you suggested). But a free pass is dangerous.
