The US economy drives China to produce more greenhouse gasses through manufacturing goods for American companies and the American people. It's still very much an American problem, and until the US gets serious about it, it will be hard to make a global change. The world is interconnected, and it's less about finding out what factory is making the emissions, and more about finding out who asked that factory to make those emissions.
