If you notice carefully they're overly vigilant about human rights when they happen to involve regions at odds with China, but noticeably silent about the plight of the Palestinians, for instance. This is the typical MO of the Japanese right-wing, to fund and support anti-China separatist/opposition movements under the guise of compassion. Not saying that forced sterilization hasn't or isn't happening in China, but I would take the specific details of this report (and the "humanitarian" motivations of the author) with a dollop of salt.
