I find the issue is that usually the response to climate change regulation is to ship our jobs and waste to china, instead of actually changing the behavior over here. So we might only produce 25% here, but its actually more because some of china's is still ours. Not to mention the aside of the political instability of having less jobs and all the wonderful (/s) that encourages out of people.
