That's an awesome video, but I think it makes it all pretty clear. At a minimum each country should be responsible for it's total emissions. The more they emit, the more that grows and the more they're responsible for. So us in the US, would be responsible for 25% currently, and however much that rises as we fail to get our act together. Edit: to address a ton of comments because I was not complete enough in my response. In the effort of going carbon nuetral and finding ways to remove existing carbon emissions for such a large percentage of the total emissions, we will certainly develop technologies and practices that other nations can adapt and use during their industrialization to help them reduce their own emissions.
