For reference Taiwan chip industry has over 700 suppliers all over the globe which provide all the resources and advanced machinery needed to build these foundries. Some of these suppliers also hold a monopoly on their specific technology of expertise and are the only ones in the market that can provide with it. ASML (Netherlands) being a clear example. Their photolithography technology is protected by intellectual property rights and took decades of research to develop. Japanese companies Shin-Etsu, Sumitomo and T.O.K are similar examples. It will be for China to homegrown this entire supply chain and its respective tech a tall order and will require quite some time.
