A lot of those financial support for low income households are basically loans from the government. There are no interests put in place (if you have a guarantor, if not then 1.5%) so they have to pay back just the amount that they borrowed. But being able to return that money consistently is going to be a challenge for them especially during these trying times. Last year's ¥100,000 (≈ $1,000) handouts per each member in the household helped I imagine (everyone who has a registered address were eligible, irregardless of your income). So a 4-person household would get ¥400,000 in total, but the money will be deposited into the account of the household's head (usually the father). In my case it's just me and my wife so we received ¥200,000 (transferred half to my wife's account). But the current government is reluctant to do that even for those with low income. They instead hatched a plan to give ¥50,000 (≈ $500) for each child in those households, which is better than nothing, but not very helpful (understatement).
