This will probably happen for military purposes, for sure. After all, autonomous weapons can identify threats and strike literally thousands of times faster than any human, or human operated drone. Once one side has them, the other side pretty much has to develop them as well. But for law enforcement? All the "enemies" there are private citizens, and it's pretty unlikely that privately owned killer drones are going to proliferate. So there's no overriding reason for police departments to develop their own killer drones.
