That's sort of not possible. Private or public or government use. The tech is out there. It's smart uses of math. If the US won't then another country will. Notably there are African countries already buying surveillance technology from China now. That leads to other companies falling behind in the AI tech and therefore identifying fake content as well since that is already a highly close race. There's really no good option but having proper oversight of what is used for and where it can be evidence might help.
