Yup. If you think encryption is banning math then banning facial recognition is banning human memory and in the case of computers it's math again. Even if you can ban a computer from recognition of photos / video like automatic identification of a specific identity from CCTV, that does nothing to stop the government from hiring millions of people who stare at images/screens/videos all day to identify people.
