Surveillance systems put in place by government funded institutions to track movements of individual students in public places is not the same thing as using an image of your face to unlock your phone. Context matters; for one, using FaceID^tm or similar technology to unlock a phone is completely voluntary, and the data is only collected with your consent and knowledge - you can still use the apps and the device without it. The kinds of facial recognition employed by universities and other organizations are involuntary; sure you might sign a waver and have knowledge that you're being tracked but that's notwithstanding the fact that one would have to go out of their way to use or access public accommodations and facilities without being tracked. It can have a *significant* effect on behavior. That data is also stored, and presumably accessible to anyone with whom the organizations wish to share.
