Laws targeting businesses are effective because corporate leaders don't want huge fines or bad PR. This keeps it out of mainstream.
And there's a big difference between facial recognition software that has a half dozen faces for reference vs. a large portion of the population.
Combine those two and your project isn't really the kind of problem we are trying to solve anyway.
