The way I read it; partially maybe. One part of the European single market is the free trade part (no tarrifs). The EU also regulates the goods. (Same plug outlets (for the most part,eat a dick, GB) medicinal and chemical regulations. This is a lot of tedious time consuming paper work so this is not included in the 2020 deadline. The last part is the part where the EU also struggles with, forming a trading block. Other countries make trade deals with the EU and not individual countries. I don't think the AU is capable of ever achieving this due to its size and number of countries. 2&3 are a constant point of concern within the EU. (Ex. Fishing rights and methods) I doubt the AU is capable of pulling it off.
