Population control isn't an efficient nor feasible solution, and doesn't address the real issue (which is over-consumption). Currently, there are huge numbers of people who emit very little pollution and the global population won't get *that* much higher than it is now.
The problem is lifestyle.
1. There are also huge numbers of people who *do* pollute a lot.
2. Mostly the people who currently emit very little pollution tend to do so because of horrifying levels of poverty.
The challenge we're facing is that billions of people are starting to transition towards Western standards of living (and of course, the people who already enjoy that standard also want to maintain it). Denying people a decent life is not a feasible option. So the challenge is to manage this shift with clean energy.
To demonstrate the extent to which lifestyle transition outweighs population:
India emits 1.7 metric tons of CO2 per capita.
The USA emits 16.5 metric tons of CO2 per capita.^^1
To account for India shifting to American levels of per capita pollution you would need to literally decimate the Indian population; that is, to remove ~1.2 billion people from the equation... and that's just India.
Cutting per capita pollution is the challenge we need to focus on. Indeed, any scenario where we cut population remotely quickly enough to make the necessary impact will be about as apocalyptic as the scenario we're trying to avoid.
