If by "unqualified" they meant "lacking formal qualifications" that's not necessarily broken. Experience can count for a lot more than formal qualifications.
Typically government recruiting emphasises formal qualifications, small employers care more about experience, and a giant corporate like Amazon would lean towards formal. But the whole point of developing AI like this would be to figure out what really matters, not just screen-scraping resumes to automate the box-ticking process.
