Government ids have pictures that can be years old. Phones with cameras looking at its user a few dozen/hundred times a day can literally give facial recognition systems real time data on variations at various angles of one's face.
Apple doesn't have to give their data to the Feds. They can just leave a side door open in their data systems that the Feds can traverse easier than an Apple developer.
