What really works is education/propaganda: teach people (especially the younger generation) that ivory is not only not something to be desired, but that it is shameful/selfish/greedy to want to own it. Some people you can't get to, but if enough people believe, they can shame the rest into giving up their ivory.
Same thing happened with fur (in the Western world, at least) and it worked.
