Technically and practically speaking, you're correct. Legally speaking however, they conducted what is laughably called a "peaceful nuclear explosion" in 1974, meaning they were not a nuclear weapons state until their weapons tests in 1998. You probably knew this, but it's worth noting why there is confusion surrounding India's breakout dates.
