That kind of defensive capability only applies to a certain set of delivery methods. What may function against an ICBM may be of little to no use against a low-altitude cruise missile, and will definitely be useless against something snuck in across ground routes or even simply dropped from a plane they failed to intercept quickly enough.
This is why the capacity for return-fire is the preferred first layer of deterrence.
