The problem isn't that nuclear weapons will be used.. that would be suicidal. The bigger problem is the technology will be onsold.. which our mates in Pakistan did by selling technology to Libya, Iran and North Korea.. or will donate a nuke to Al Qaeda or ISIS (less likely).
India on the other hand is one of world's fastest growing economies and a thriving democracy with high levels of diversity, of which one of the side effects is that there will be sufficient dissent to force the government not to use nukes.
