The idea behind it -- as a strategy from an American policy standpoint -- is that China wouldn't want its east asian neighbors to become nuclear states, so it would feel more pressed to act on North Korea. The "letting Korea and Japan fend for themselves" aspect is really marketing or packaging. I'm not promoting this specifically, just pointing out that it's out there.
