The car didn't see it.
The truck was white and pulled out with the sun directly above it. There wasn't sufficient contrast for the camera to recognize it. Also because the truck itself is so high up, and the radar is low (on the bumper), the radar didn't see it. So automatic emergency braking didn't actuate prior to the crash.
This particular crash setup, where a truck is pulling perpendicular in front of on coming traffic, is particularly dangerous in general. Even scarier that this is a fringe case that the Tesla AP1 hardware couldn't detect.
