This comes down to a question about the conscious mind's relation to the physical. Is the conscious mind a product of our physical being, or is our physical being the produce of the conscious mind?
This reminds me of the nature/nurture argument, but either way, that doesn't necessitate free will. When I think about all the neurotransmitters and phenomena influencing our actions and the neural networks, it seems highly deterministic. But then, I am disassociating that physical being with the conscious one.
I think that our physical being is a part of who we are and what it does, deterministic or not, is entirely our actions and in our control insofar as we are that part of the physical world. I wouldn't describe this as free will, but I wouldn't say we didn't have a say altogether because we are a part of the physical process that is determining things. Insofar as we can accurately conflate who we are with what we are physically, I think we can take responsibilities for our actions. The intent we experience is that physical process occurring within the mind, it is us. You could say it's us fooling ourselves into thinking these actions are ours, but I see no mechanism for that specifically. I do see the correlation between the mechanisms themselves and the experience of them. Our identity and conscious self separate from the physical has no will, but because it's inextricably a part of the physical processes themselves, our physical form's will, being and actions are also our conscious will, being and actions
