Wow, I feel like no one actually knows what's going on here.
There are a bunch of live rhino in a reserve that have their horn legally trimmed on a regular basis to dissuade poachers from killing them. This has created a huge surplus of horn from living rhinos that they could sell to further increase conservation efforts. Not to mention that flooding the market with legal horn will lower the demand that prompts illegal poaching.
