If it can be cheaply 3D printed in an indistinguishable way we wouldn't need to outlaw it as the prices would go down so much poaching would be pointless. It's not like horns are somehow inherently dangerous or bad, merely how they're currently being obtained.
The technology obviously doesn't exist yet (at least not in a sufficiently good manner)
