This report you quoted is the only place I can find where Texas is ranked near the bottom in high school graduates. Almost every other website I've looked at has them pretty much in the middle. Also, the report lists the source for that statistic as "Id". I'm not sure what that means, do you know? For voter turnout, I've also seen in the websites I looked at, such as Huffpost, that Texas is near the bottom in voter turnout, but not at the bottom. On top of that, Texas has the highest percentage of foreign born immigrants from Latin America, so while those people count in determining "eligible" voters, a large number of Hispanic immigrants in Texas are relatively new and haven't become citizens yet. Before you look to California as a possible rebuttal, please note that California's foreign born population is a much different mix in terms of background. On the topic of bias, the Texas Legislative Study Group is run by Democrats in the Texas legislature. That doesn't seem like a good recipe for objective research and results, especially when the GOP is in control of the things you study. Texas isn't perfect, but its significantly better than that report tries to makes it seem. While people outside of Texas might say "Huzzah!" and use this to confirm their biases about how dumb Americans are, if you do a little bit more digging past face value there begin to be holes in this "Texas is the worst" story.
