On the topic of bias, the Texas Legislative Study Group is run by Democrats in the Texas legislature. That doesn't seem like a good recipe for objective research and results, especially when the GOP is in control of the things you study. Texas isn't perfect, but its significantly better than that report tries to makes it seem. While people outside of Texas might say "Huzzah!" and use this to confirm their biases about how dumb Americans are, if you do a little bit more digging past face value there begin to be holes in this "Texas is the worst" story.
