Think of it in terms of enlightened self-interest. Poor desperate people will do whatever it takes to survive. Start wars with each other and their neighbors, migrate legally or illegally, cheat or rob from tourists, pollute their environment etc. All of those things affect the US - sometimes in small ways, sometimes in much more significant and costly ways. This is the real cost of cutting foreign aid - it's not obvious at first but it will happen. A relatively small amount of money sent to help those people where they are now is a good investment. Those poor people can be educated and helped to lift themselves up enough so that they don't need us anymore.
