Outside of humanitarian concerns, which don't seem to be particularly compelling today, the general form of the argument is that access to good healthcare contributes to regional stability and regional stability promotes US interests. Happy and healthy people are less likely to start expensive wars that get in the way of everybody else getting on with their lives.
