Seems like we could draw similar lines with people who blame nature/nurture vs those who say some actions are neither and are completely of the individuals own free will, and therefore that individual is ultimately responsible. While I agree that the buck has to stop with someone, I don't think this is a strong case for "If determinism is true, then free will exists". The OP sounds like, if we can hold someone accountable, then free will exists by definition, regardless of determinism or not. I'd genuinely love to see if I misinterpreted something.
