Carmakers can whine all they want, but their vehicles will have to handle these types of conditions to be practically useful or commercially viable. They'll also have to handle situations like a fallen tree, traffic cones, or a sinkhole.
This is why the problem is hard. If all the roads were perfect and pristine, we'd probably already have autonomous cars for sale.
