I can't speak for NY, but here in Michigan they have been doing testing in the snow. University of Michigan has a track called [Mcity](http://www.mtc.umich.edu/test-facility) that was built last summer specifically for autonomous car testing.
This past January at the Detroit Auto Show they announced a plan to [test autonomous cars in the snow.](http://ns.umich.edu/new/multimedia/videos/23397-autonomous-cars-in-snow-ford-u-michigan-test-at-mcity) So at the very least they are thinking about it.
