I agree with you, the technology is already there with [Googles Driverless cars](https://youtu.be/tiwVMrTLUWg?t=9m21s).
If you had that framework, it probably wouldn't take half a year to make a drone like you described to kill on sight with a automatic gun. People think AIs won't be as good as humans at such things, but in reality they already are better in observing their surroundings, I highly suggest checking out the video if you haven't seen it yet.
