We are already working on technology that allows the opportunity for "robots" to learn and, essentially, become closer to work autonomously. There really won't be a programmer to hold accountable at that point, especially after one develops the capacity to become self-aware. We are made up of tiny particles that all do their part. Robots are simply our efforts to mimic these functions and improve upon them to which we can live better lives and sort of carry on existence as a human form, without the negative effects (like disease). If we as humans have developed to become self-aware, robots can, and will likely, too. There is no one to hold accountable in that circumstance, just another player in the game...except this player would be smarter, less vunerable, and less imperfect than us. That isn't necessarily a doomsday scenario, but humans tend to destroy a lot. I don't see why anything we create would be any different. Edit: forgot to answer the question. Yes, robots would have the capacity to violate human rights. Just the same as I can violate animal rights.
