So here's what's gonna happen.
All official logging will cease. Yay!
Foreign logging companies will begin a systematic campaign of bribery to allow them to continue logging. They will pay a little extra for the government to enforce the law against smaller local firms, which is doubly beneficial for the government, as it allows them to show they are working to implement the law.
The government will then take the $150 million and spend it on "internal improvements", by which I mean hookers and blow. This will, if nothing else, help the thriving sex slavery trade, for which Liberia is a nexus.
The people will take jobs working for foreign loggers at lower rates than they did before, if such a thing can be believed. Naturally, the government will do its part to prevent labor activism.
In the end, the cheaper labor will allow the logging companies to cut down more than they ever did before. This will further displace rural communities who nobody, and I mean nobody, in Liberia gives a shit about.
