What if the false pretense had something to do with the support they'd be given in the case of an outbreak? I mean, 70 health care workers are dead, because proper protective clothing hasn't been provided to them.
India is a powerful country, and it MUST have access to the resources required to adequately clothe doctors on foreign missions ... and I doubt they'd be particularly afraid if they were resourced like that.
